After watching "New Earth" again (it was shown on the ABC last night) I have formed a Theory...

The reason why Rose and the Doctor are so self-centred in "Tooth and Claw" is because they were affected by being taken over by Cassandra.

Unfortunately this doesn't explain their later lapses, but considering that the "Tooth and Claw" behaviour was IMHO the worst and oddest, perhaps this theory can still work to explain it away.

It's just that Cassandra was ten times more dynamic and entertaining than Rose. No emo, just loud complaints. It was fun.

Actually, they behaved like utter prats in "Tooth and Claw" because RTD needed to explain why Queen Victoria would dislike the Doctor and therefore designate him as Public Enemy #1 when she started up Torchwood, but I like your idea better. :)

They were a little... odd in that episode. I was surprised Rose wasn't more upset about being kicked out of her homeland "forever".

I watched it fairly late at night--but yeah, it was really weird in that ep. The star struckness at the beginning "we met Queen Victoria" was cool.

The end... yeah, it felt a little weird...
