After watching "New Earth" again (it was shown on the ABC last night) I have formed a Theory...
The reason why Rose and the Doctor are so self-centred in "Tooth and Claw" is because they were affected by being taken over by Cassandra.
Unfortunately this doesn't explain their later lapses, but considering that the "Tooth and Claw" behaviour was IMHO the worst and oddest, perhaps this theory can still work to explain it away.
