The folk at my web-host got back to me and informed me that the Zeus support people pointed out that ReWrite rules are not able to be set from .htaccess files, only from the global config setup. In other words, my ReWrite rules appeared to be being ignored because they were being ignored. Pity they didn't discover that until after they'd gone to all the effort of upgrading the server from version 4.1 to version 4.3, but maybe the other folk sharing the same machine will benefit from it.
The good news is, the folk at my web-host also said that they are upgrading "in the near future" and then they would be able to provide me with an Apache server! Yay! No more tearing out my hair with incompatibilities! (Even though Apache versions might differ, they aren't going to be grossly different) I'll be able to get my site working on my PC at home and then just Have It Work when put up on my web-host. Whee!
Since they are a professional web-hosting service, what I expect would be the case is that they would have some machines using Apache and some still using Zeus, because Zeus is good for being a fast server if one doesn't need the extra features provided by Apache.
