Why on earth not? The only people who are disqualified from participating this year are ladyjanelly, alicamel and wizefics, because they didn't even bother to write a note or post anything.
Note that I've changed the rules this year so that you don't have to post anything if you didn't finish if you don't want to (you just have to send me a note saying "Sorry, I didn't finish") -- I got the impression last time that some people really hated having to post unfinished stuff. If it seems like I'm down on people for not finishing, it's because I want people to take it seriously, not just consider it as something optional.

And I really appreciate not having to post the WIP - though I might anyway, depending on where I get it to...

Certainly. Don't include anything you don't want to write. I must admit, I considered not including the one that came second last time, because I'd rather write one of the other ones, but I decided that I still did want to write it somewhat, so I included it anyway.
