As I was looking at my bookshelf yesterday morning, and re-shelving James Allan Gardner's "Expendable", it suddenly occured to me to wonder whether the Doctor would be classed as a "dangerous non-sentient" in that universe.

The League of Peoples universe (aka the "Expendables" universe, after the first book in the series) has but one law: Thou Shalt Not Kill. Or, to be more precise, "dangerous non-sentients" are quarrantined within their solar-systems. The transcendent super-beings of the League of Peoples ensure this by their "super powers" such that any dangerous non-sentient who passes the border of their solar-system simply drops dead.

The interesting bit is in the definition of a "dangerous non-sentient". A dangerous non-sentient is any being which:
(a) kills a sentient being
(b) through negligence, allows a sentient being to be killed
(c) knowingly attempts to transport a dangerous non-sentient across interstellar space (though that may come under the "negligence" clause).

So, with all the killing that the Doctor's done, would he be considered to be a "dangerous non-sentient"? Of course, most of the beings that he's killed have been dangerous non-sentients themselves, so they don't count, and he's killed them trying to protect sentient beings, so that's covered. They might get him in the "negligence" clause, especially regarding innocent bystanders who got killed while he was killing the bad guys. The biggest example of that of course would be the destruction of Gallifrey, because even though the Daleks are obviously dangerous non-sentients, the Gallifreyans presumably aren't. Though one could argue that he was trying to protect the rest of the galaxy, because, this not being the League of Peoples universe, the Daleks *could* travel through interstellar space.

One might think that allowing Cassandra to die would be classed as an act of negligence, except that she herself was a dangerous non-sentient.
